  • 3 Balsemão, Francisco

    (1937-)
       Lawyer, journalist, publisher, political leader, and media magnate. From a wealthy, well-connected family, Balsemão was educated as an attorney at the Law Faculty, University of Lisbon, like so many of his country's leaders in modern times. He began to practice law and write for newspapers in the early 1960s. In the 1969 general elections, he entered politics as a leader in the "liberal wing" of the regime's sole political party or movement, the Acção Nacional Popular, successor of the União Nacional. Soon discouraged by the failure of reform efforts, he resigned his seat in the National Assembly during the last years of Marcello Caetano's governance. In January 1973, he began publishing and editing a new newspaper, the independent Lisbon weekly Expresso, whose modern format, spirit, reform ideas, and muted criticism of the regime attracted much public interest.
       As part of a new wave of more liberal urban opinion among the better-educated classes, Balsemao's influential weekly paper helped prepare public opinion for change and for "an opening" in a closed system while Portugal moved toward revolutionary times, 1974-75. Expresso took as its models contemporary French and British investigative journalism, adapted to Portugal, and the paper was instrumental in promoting the colonial war hero General Antônio Spínola as a new leader who could solve the political impasse. The paper also featured excerpts from General Spinola's sensational book on Portugal's future and the wars in Africa, published in February 1974. Expresso thus helped prepare Portuguese public opinion for the military's intervention in the coup that brought about the Revolution of 25 April 1974. Following 1974, Balsemão became a leader in the Social Democratic Party (PSD). After the sudden death of the PSD leader, Sá Carneiro, in a mysterious air crash in 1980, Balsemão became PSD leader and served as prime minister from January 1981 to June 1983. In the 1990s, he helped finance and launch one of Portugal's first private television channels.

    Professor Langley was a distinguished mathematician and astronomer who became Secretary of the Smithsonian Institution (US National Museum) in 1887. He was also interested in aviation and embarked on a programme of experiments with a whirling arm to test wings and with a series of free-flying models. In 1896 one of his steam-powered models made a flight of 4,199 ft (1,280 m): this led to a grant from the Government to subsidize the construction of a manned aeroplane. Langley commissioned Stephen M. Balzer, an automobile engine designer, to build a lightweight aero-engine and appointed his assistant, Charles M.Manly, to oversee the project. After many variations, including rotary and radical designs, two versions of the Balzer-Manly engine were produced, one quarter size and one full size. In August 1903 the small engine powered a model which thus became the first petrol-engined aeroplane to fly. Langley designed his full-size aeroplane (which he called an Aerodrome) with tandem wings and a cruciform tail unit. The Balzer-Manly engine drove two pusher propellers. Manly was to be the pilot as Langley was now almost 70 years old. Most early aviators tested their machines by making tentative hops, but Langley decided to launch his Aerodrome by catapult from the roof of a houseboat on the Potomac river. Two attempts were made and on both occasions the Aerodrome crashed into the river: catapult problems and perhaps a structural weakness were to blame. The second crash occurred on 8 December 1903 and it is ironic that the Wright brothers, with limited funds and no Government support, successfully achieved a manned flight just nine days later. Langley was heartbroken. After his death there followed a strange affair in 1914 when Glenn Curtiss took Langley's Aerodrome, modified it, and tried to prove that but for the faulty catapult it would have flown before the Wrights' Flyer. A brief flight was made with floats instead of the catapult, and it flew rather better after more extensive modifications and a new engine.

    Gustaf de Laval was educated at the Stockholm Technical Institute and Uppsala University. He proved to have an unfailing vigour and variety in his inventive talent, for his interests ranged from electric lighting and electrometallurgy to aerodynamics. In the 1890s he employed over one hundred engineers to develop his inventions, but he was best known for two: the cream separator and a steam turbine. In 1877 he invented the high-speed centrifugal cream separator, which was probably the greatest advance in butter-making up to that time. By 1880 the separators were being successfully marketed all over the world, for they were quickly adopted in larger dairies where they effected enormous savings in labour and space. He followed this with various devices for the dairy industry, including a vacuum milking machine perfected in 1913. In c. 1882, de Laval invented a turbine on the principle of Hero's engine, but he quickly turned his attention to the impulse type, which was like Branca's, with a jet of steam impinging on a set of blades around the periphery of a wheel. He applied for a British patent in 1889. The steam was expanded in a single stage from the initial to the final pressure: to secure economy with the steam issuing at high velocity, the blades also had to rotate at high velocity. An early 5 hp (3.7 kW) turbine rotated at 30,000 rpm, so reduction gearing had to be introduced. Production started in Sweden in 1893 and in other countries at about the same time. In 1892 de Laval proposed employing one of his turbines of 15 hp (11 kW) in an experimental launch, but there is no evidence that it was ever actually installed in a vessel. However, his turbines were popular for powering electric generating sets for lighting textile mills and ships, and by 1900 were available in sizes up to 300 bhp (224 kW).
